Submarine Cable Landing

Overview
The licensee is authorised to land and operate an optical fibre submarine cable system. This includes the installation and operation of Submarine Cable Landing Stations in Ghana.
Technical Information
The NCA grants Submarine Cable Licences to Licensees to establish and operate an optical fibre submarine cable network and related cable landing station (s) in Ghana.

The first submarine fibre cable was landed in Ghana by the SAT-3 consortium of which the Government of Ghana through Ghana Telecom was a member. Currently, Ghana has five (5) Submarine Cable Providers; SAT-3, MainOne, WASC, Glo and ACE.

This licence allows licensees to build and operate Submarine Terminating Line Equipment (STLE) to terminate international cable or spur off an international cable, as well as provide for domestic and/or international interconnection. A submarine cable licence must be obtained before landing or spur off a submarine cable in Ghana.

Mandate
The requirement for a licence for public electronic communications service (Electronic Communications Act, 2008 Act 775
Section 3 (8): A person who intends to operate submarine cables within this country to connect to a telecommunications network shall first obtain a licence, in addition to any other licence, approvals, or permits required under any other law. Licence to provide cable service (LI 1991) Regulation 58
(1) Provision of cable service shall be subject to a licence and the Authority may subject provision of cable services to different conditions of licence from broadcasting. 
(2) The conditions shall be set out in the licence.
