Mrs. Etta Mosore Appointed Deputy Director General for Managerial Operations

March 14, 2025: The National Communications Authority (NCA) is pleased to announce the appointment of Mrs. Etta Mosore as the Deputy Director General for Managerial Operations (DDG-MO). Mrs. Mosore’s vast legal expertise in communications and data systems, regulatory compliance, intellectual property, and dispute resolution makes her a valuable addition to the Authority’s leadership team.

With over a decade of experience spanning both the private and public sectors, Mrs. Mosore has built a strong foundation in telecommunications law, cybersecurity, arbitration, and corporate governance. She has worked extensively in litigation, commercial transactions, telecommunications and broadcasting, aviation, competition law, intellectual property, and employment law, making her a versatile and highly skilled attorney.

Mrs. Mosore is a Barrister-at-Law of England and Wales, a Barrister and Solicitor of the Supreme Court of Ghana, and a Notary Public. She holds a Bachelor of Arts in Sociology from Kwame Nkrumah University of Science and Technology (KNUST), an LLB from the University of London, a Postgraduate Law qualification from BPP Law School, UK, and Postgraduate certifications in Computer and Communications Law and International Business Law. She is also a certified mediator in civil and commercial cases and holds a PRINCE2 project management certification.

Her experience in the public sector includes managerial and advisory roles at the Commission on Human Rights and Administrative Justice (CHRAJ), the Attorney General’s Department & Ministry of Justice, and the NCA. Beyond her public sector contributions, Mrs. Mosore has been a lecturer at Zenith University College and Empire African Institute, teaching courses in the English Legal System and Legal Research under the University of London Distance Law Programme.

She is affiliated with several professional organizations, including the Ghana Bar Association, the Chartered Institute of Arbitrators (UK), the Steering Committee of the Chartered Institute of Arbitrators Ghana Branch, the International Court of Arbitration (ICC), and the Africa Arbitrators Academy.

As Deputy Director General for Managerial Operations, Mrs. Mosore will work closely with the Director General and the NCA Board to provide strategic leadership and direction in line with the National Communications Authority Act, 2008 (Act 769). Her role will be pivotal in ensuring compliance, improving service delivery, and fostering innovation in Ghana’s communications sector.

Her appointment is in accordance with the 1992 Constitution of Ghana, which promotes transparency, meritocracy, and good governance in public service appointments.

The NCA is confident that Mrs. Mosore’s wealth of experience and expertise will play a critical role in the continued growth and regulation of Ghana’s communications industry. Her leadership is expected to drive digital transformation, regulatory excellence, and effective dispute resolution within the sector.
