Mrs. Etta Mosore is the Deputy Director General for Managerial Operations of the Authority.
Etta Mosore is a highly accomplished legal professional with expertise in communications and data systems, regulatory compliance, intellectual property and dispute resolution. With over a decade of experience spanning both the private and public sectors, she has developed a strong foundation in telecommunications law, cyber security, arbitration and corporate governance. She specialized in litigation, commercial transactions, telecommunications and broadcasting, aviation, competition, intellectual property and employment law. Her extensive legal practice has made her a versatile and highly skilled attorney.
Etta is a Barrister-at-Law of England and Wales and a Barrister and Solicitor of the Supreme Court of Ghana and an appointed Notary Public. She holds a Bachelor of Arts Degree in Sociology from the Kwame Nkrumah University of Science and Technology, an LLB from the University of London, a Post Graduate Law from BPP Law School, UK and Post Graduate qualifications in Computer and Communications Law and International Business Law. She is a certified mediator in civil and commercial cases with ADR Group, UK with dual accreditation from International Academy of Dispute Resolution, Chicago, USA. She also holds a PRINCE2 project management certification.
Etta has served as a key expert and legal consultant on projects funded by the World Bank and the Foreign, Commonwealth & Development Office (FCDO). Notably, she was part of Ghana’s legal team in the maritime boundary dispute with Côte d’Ivoire at the International Tribunal for the Law of the Sea (ITLOS), contributing to one of Ghana’s landmark international legal cases.
She has over a decade of experience in the public sector, having served in key managerial and advisory roles at the Commission on Human Rights and Administrative Justice, the Attorney General’s Department & Ministry of Justice, and the National Communications Authority (NCA). Her expertise spans human rights, administrative justice, and anti-corruption efforts, as well as governance ,compliance, strategic decision-making, and organizational leadership.
Beyond her public sector roles, she has contributed to academia as a lecturer at Zenith University College and Empire African Institute under the University of London Distance Law Programme, teaching the English Legal System and Legal Research. She is a member of the Ghana Bar Association, Chartered Institute of Arbitrators, UK, Steering Committee of the Chartered Institute of Arbitrators Ghana Branch, International Court of Arbitration ( ICC) and Africa Arbitrators Academy.
