NCA Verifies Short Code 400 For SIM Registration

The National Communications Authority (NCA) has noted with concern some publications circulating on social media on the use of the Short Code 400 for social engineering and ethical hacking. We wish to inform the general public that this is NOT TRUE.

The short code 400 forms part of the Harmonised Short Codes that were introduced by the Authority in 2014 to enable all consumers access services offered by their service providers by using a common number, irrespective of their network. The list of Harmonised Short Codes are:

Harmonised Short Codes
ServicesHarmonized Short Codes for all Networks
Call Centre100
Credit Recharge134
Check Balance124
Voice Mail Deposit108
Voice Mail Retrieved109
Verification of SIM Registration400

Short Code 400 in particular is to enable subscribers verify their SIM card registration details and status with their service providers. This is done by sending a blank text message to the Short Code 400 or by dialing *400# on all networks.

The Authority wishes to inform all stakeholders that the Short Code 400 does not permit any organisation to spy on mobile phone messages nor open up crucial ports for listening in to individual calls as purported.

The NCA assures the general public of its continuous protection of stakeholder interests as mandated in section 5(c) of the National Communications Act, 2008, Act 769. Consumers and the general public are encouraged to verify the SIM Registration via Short Code 400, and to always seek the right information from the relevant authorities.
