Mrs. Golda Sowah Adjei

Mrs. Golda Sowah Adjei is a lawyer and regulatory professional with a remarkable career spanning over two decades in Ghana’s telecommunications sector. As a multi-faceted expert combining qualifications in law, corporate governance, and communications regulation, Golda has contributed significantly in shaping Ghana’s ICT sector.

Her contribution to Ghana’s telecommunications regulatory landscape is evidenced particularly in the development of licensing frameworks and procedures for Second Generation (2G) through to Fifth Generation (5G) networks. In addition, she has been instrumental in fostering competition in the market and facilitating dispute resolution among service providers. Golda’s  contribution to the success of key projects including 4G Spectrum Auction has been remarkable.

Mrs. Sowah Adjei’s professional journey at the NCA demonstrates exceptional career progression, having risen from an entry-level position as Private Secretary to the Director General in 1998 to her current role as Acting Secretary to the Authority. Prior to this appointment, she served as Deputy Director for the Regulatory Administration Division.

With respect to institutional governance, Golda has served in multiple roles including Management Committee Secretary (2010-2016), Ag. Board Secretary (2010-2011) and Audit Committee Secretary (2017- 2025).

On the international front, she was recently selected as a Member of the Panel of Legal Experts of the International Telecommunications Satellite Organisation (ITSO) at the 41st ITSO Assembly of Parties held in Washington, DC in October 2024.

Golda holds an LLB from the GIMPA Law School, and a professional qualifying certificate from the Ghana School of Law. She holds a Master’s Degree in Communications Management from the University of Strathclyde, Glasgow, United Kingdom. Currently, she studying for a Master of Laws Degree in Dispute Resolution Law and Practice at the GIMPA Law School.
