Ms. Mavis A. Ampah

Ms. Mavis A. Ampah is a distinguished ICT and Public Policy Specialist with over three decades of professional experience in technology, infrastructure, and international development. She has made significant contributions to policy reform, private sector growth, and digital inclusion across Africa and the Caribbean.

Over the years, Ms. Ampah has leveraged her expertise in digital technologies to promote inclusive development in rural and underserved communities. She has over 20 years of experience working with the World Bank, where she has served as a ICT Policy Specialist and Consultant, playing a pivotal role in the design and coordination of the Digital Economy for Africa agenda. Her technical advisory work has supported the implementation of digital development and identification programmes in Ghana, Nigeria, and Sierra Leone. During this period, she also led the design and execution of complex regional broadband and ICT investments that improved connectivity, reduced broadband costs, and strengthened innovation ecosystems across Africa.

Earlier in her career, Ms. Ampah played a pioneering role in Ghana’s telecommunications sector reform programme, which introduced competition and private sector investment into the industry. Additionally, she has founded and led STINSAD Consult, a firm dedicated to expanding internet access, supporting policy reforms, and empowering young people with digital skills for employability and entrepreneurship.

Ms. Ampah holds a Master of Public Policy (MPP) degree from Harvard University, Cambridge, Massachusetts and a Bachelor of Arts degree in Economics from the University of Massachusetts, Amherst.

As a visionary leader and advocate for digital inclusion, she brings to the NCA Board, a unique blend of strategic foresight, policy expertise, and international development experience.
