NCA Hosts Members of  the  Zimbabwe Parliamentary Portfolio Committee on ICT on a Study Visit

July 10, 2025. The National Communications Authority (NCA) hosted a seven-member delegation from the Portfolio Committee on Information Communication Technology from the Parliament of Zimbabwe at the NCA Tower. The study visit aimed at fostering collaboration and knowledge exchange in Africa’s digital governance landscape.

The delegation was received by Management Staff of the NCA, with a keynote address delivered by Mrs. Etta Mosore, Deputy Director General, Managerial Operations. In her remarks, Mrs. Mosore emphasised the NCA’s pivotal role in regulating Ghana’s communications sector while advancing digital inclusion, consumer protection, and technological innovation.

“We are pleased to share the NCA’s journey toward creating a secure, competitive, and inclusive digital ecosystem. Our regulatory mandate is guided not just by statutory obligations, but by a strong commitment to fairness, transparency, and consumer empowerment,” Mrs. Mosore said.

She further outlined the legal frameworks empowering the NCA, specifically the National Communications Authority Act, 2008 (Act 769), and the Electronic Communications Act which mandate fair competition, consumer rights, and universal access to communication services.

Hon. Moyo Vusumuzi, Head of Delegation and Chairperson of the Portfolio Committee on ICT, Postal, and Courier Services, expressed admiration for Ghana’s innovative digital development initiatives. In particular, he highlighted the 1 Million Coders programme as a flagship example from which Zimbabwe can draw valuable lessons.

Key areas of discussion at the meeting included the NCA’s mandate in regulating Ghana’s communications sector, promoting fair competition, and supporting innovation. The meeting also focused on how the Authority fosters an enabling environment for digital transformation, while safeguarding consumer interests and facilitating the growth of ICT infrastructure and services.
